Ed - can you in fact do all these things in Duck Back?
(Just because you're in Duck Back doesn't mean you can't act. You could - toss a frag grenade to Outgun the MG if you're close enough: if not, let a rifleman shoot a rifle grenade as indirect fire - call in an arty/mortar barrage/airstrike on the MG's position - throw a WP Smoke grenade to give you smoke cover - get the artillery/mortar to lay smoke for you all without sticking your head up. The smoke options could give you the opportunity to clear out and maneuver, and if you can get around to his back side, there's no IST to worry about.)

I've always played it that Duck Back means your figure is in an "Oh Sh1t!" moment and is mentally regrouping away from enemy fire to recover and decide what to do next. That means they do not Activate until the Recover, so they can't toss a grenade at even an unseen target but could reply to an InSight test if enemy figures move into LOS.
E.g. Turn 1: A group of Figures encountered an Enemy force and were forced to Duck Back by Shooting results. Turn 2: My side Activates, my Group makes a Recovery test. If successful they can act -- toss a smoke grenade and then move, etc.
OR
Turn 2: My group either doesn't activate or fails the Recovery test and stay in place out of LOS of an enemy. IF an enemy moves into LOS it would trigger an In Sight and shooting, etc.

It all depends on how you want your games to feel, but from 2nd Ed, Duck Back has been "may not fire" and Hunker Down has been "may not function"... EDITED: to remove the quote of dylanjones asking for Ed's opinion - I don't want it to sound like I speak for Ed or am answering a question out of turn.

If you've been forced to Duck Back, your next action isn't limited to "stand up and get shot" - you can stay out of sight and do other stuff that won't be cancelled by being Outgunned.

You could recover, not stand up, then act as you want next turn. I intended it to be stay still and recover mental and emotionally.
