On the casting a spell table, for 2 successes, only damage says it is applied to all targets. Can multiple targets not be defended or dazzled even if within the spell area?

No, but it's your game and you could make it happen. When you pass 2d6 you defend with 3d6, when only pass 1d6 you defend with 1d6 Star Power, but maybe you could say when you pass 2d6 that you can defend up to three targets with 1d6 Star Power each?
