If I wanted to play late cold war as if it turned hot, what rules would work well for it? Would 5150? Does anyone have any homebrew type rules they have thought of?

That would depend on the scope of the game that you have in mind. For a simple encounter between two squad-sized forces, the free basic Chain Reaction rules should be quite sufficient.
