A quick clarification please on the drawing of Character Cards when exploring a building.... (I'm using the Boardgame 5150BABL as an example. but I'm guessing the ATZ ruleset is the same?)
Looking at the Turn Sequence on p.16 it says:
I draw the first character card, I've encountered a Joe. At this point do I resolve whatever happens with the Joe(s) and then I can choose to draw another Character Card (number 2 of the possible 3) resolve that encounter, then choose if I want to draw another Character Card (the 3rd of 3 allowed for this building). So I can have up to 3 encounters in this buidling if I choose to draw 3 cards?
OR
I draw the first character card, I've encountered a Joe. At this point can I decide I don't want an encounter with a Joe and draw the 2nd of the 3 permissable cards and get a Criminal (which suits me as I'm looking for a Dealer) so resolve the encounter with the Criminal, but it isn't the successful outcome I want. So I choose to draw the 3rd of the 3 Character Cards allowed and get another Joe, but decide not to go ahead with the encounter?
What is the correct path Oh Glorious Leader? Is it designed to simulate different Encounters in a multi-roomed or floored building as in the first example above? Or is it designed so that I can choose which of the possible Encounter to engage in?
I'm assuming the first is correct but am tying myself in knots interpreting the rule in two differnt possible ways. Or am I missing something and neither of the above sequences is correct?

- You can draw the Character Cards one at a time and can stop at any time
