I’m just starting out playing Distance Shores and rolling for how many Thieves for the second PEF in the #1 Carousing encounter and came up with a zero(2band+1-3) does that mean I skip the second PEF?

Yes, that's how I play it. It was a rumored that they were there and you missed them. They heard you were coming and ran away before you got there (maybe to setup an ambush somewhere else). Or make up some other reason that would drive your story.

Some rules, such as 5150: Working Grave, specify that you always meet at least one, even if you reach a total <= 0.

Thanks! Rocky Both answers were good. By the book, yep, skip to the next PEF. Other books that came out after Distant Shores have used the minimum of 1. That's what future books will be using.
