I have Talomir Tales and enjoy playing it but I am looking for a more traditional miniatures skirmish game. Something where you setup a 3'x3' board, place terrain and figures and move the figures around X inches per move, etc.
Which THW ruleset (still sold by THW or Rebel Minis) would be best for that?

Depending on the size of forces you want to use it would be either Rally Round the King (RRtK) or Warrior Heroes: Warbands.
In Warbands you have units of individual figures, usually 5 to 10 figures per unit.
RRtK is a massed combat game where a stand of 2 to 4 figures represents a unit.
If you are an old school Warhammer player, you may also look at the Armies section of Warrior Heroes: Armies & Adventures.
Personally, I lie the mechanics of RRtK & Warbands better than WG:A&A, but that is personal taste.

Picture from a past RRtK game. This was a large 400 point per side game, most games are only 200 points. I usually do a large game on my birthday, but the last couple of years I've played Colonial Adventures in place of RRtK on my birthday.

I've gone overboard for an upcoming RRtK game for next year. I using RRtK for a historical battle & I decided to double rank the unit stands for visual appeal. Here is a stand of Argives:

My go to skirmish rules are actually Swordplay 2015 (fantasy/historical) and Chain Reaction 2015 (modern warfare/sci-fi) all free here. I did a review here on my blog of Swordplay 2015. I'll admit that I'm not a huge fan of skills/abilities other than rep, weapon, and armor class.

Thanks, atomicfloozy and shoshen. I do have RRtK but was looking for something smaller like Warbands. I see Rebel Minis has Warrior Heroes - Warbands but the description threw me off as it sounds like mass combat: Scale: Each 6 to 12 figure unit represents 40 - 60 actual combatants.
Anyone tried Warrior Heroes - Legends? I cannot tell if that is closer to Talomir Tales or Warbands...

It's definitely a small level skirmish game where your warband is no higher than your rep (including yourself) just like Talomir Tales. I love the dungeon builder using a deck of playing cards to build it. Eliminates a bunch of tiles on your table and the need for graph paper.

Warrior Heroes: Legends is like Talomir Tales in that the number of individuals in your band can not exceed your Rep.
In Warbands, your character has a "social standing" which determines how many units he or she can command. A unit can have 6 to 12 figures. Each figure can represent 3 to 5 people or you can play it where one figure equals one person. Figures in a unit all have the same weapon class and armor class. For instance, a melee unit will be comprised of all melee troops. If the unit's armor class is AC4 then all of the members of that unit will have AC4 armor. All members of a unit have the same Rep except for the unit leader which may have a Rep from 3 to 5.
Each Social Standing has 3 levels which determine how many units a character can command - Low Standing Level 1 commands 1 unit up to High Standing Level 3 commanding 9 units. You typically start the game as Low Standing Level 1 and work your way up.
The historical set, Captains & Kings is nearly identical, but Warbands covers Chariots, Elephants, Heroes & Magic, which are not in Captains & Kings.

Ed, I only have 32 fantasy character figures plus a handful of monsters (orcs, skeletons, etc).

Ed, I only have 32 fantasy character figures plus a handful of monsters (orcs, skeletons, etc). Warrior Hero Legends would work for you. Here's an overlooked rule (page 24) from it that allows you to make your group as large as you want. UNLIMITED GRUNTS
Unlike other THW games you can recruit an unlimited
number of Grunts after your first band. They can even be
a higher Rep than you. Just keep in mind that after every
unsuccessful Encounter everyone in your band must take
the Keeping It Together Test (page 102) whether they
were involved in the Encounter or not!

Ah, I've overlooked that rule. This would make WH: Kegends perfect in that you can have mixed weapons classes in your band. It would be ideal - I'm gong to have to give that a try! Thanks, Ed. (This kind of reminds me of the bands you could build in Montjoie!)
