I would like to firm up how charges and in sight work together:
Situation American Airborne force A is behind a hedgerow. German Infantry force B is inside a different hedgerow Because Force A is behind a hedgerow, there is no current LOS
Sgt Rockstar of Force A steps out of the hedgerow, triggering an In SIght Test (IST). Before taking the test, he uses the 2" of movement for his squad to step out of the hedgerow Sgt Rockstar decides this is a good time ot decare a charge
What happens to the IST? Is it ignored in lieu of a charge reation test?

IST comes first. Sergeant Rockstar is going to learn that it is probably a bad idea to step out into line of sight, without cover, of an enemy force waiting to receive them, especially one currently in cover.

Yep, In Sight is always resolved first then actions occur.

Can I charge someone who is currently Ducked Back? Or must I have line-of-sight to him?

You may have caused him to Duck Back but in real life you don't know where he went. So, move into sight and charge if you win.

Hmm, that would seem to make suppressing the enemy and then close assaulting them still pretty dangerous - given the possibility I'll lose the IST as I'm going to be moving and he is probably going to be in concealment/cover. In another thread, easyeight seemed to suggest that you could hurl a grenade at ducked back enemy without taking an IST for it. Do you concur Ed?
