Playing Fringespace solo. I am doing a one-off game and came to step 5 "decide to have an encounter". My character has just been questioned by the police regarding an unsolved Class 3 Crime but was let go. So the character decided to go to a pub for some entertainment and to meet some prospective crew members. This is the homeworld that the character is on:
• HOME WORLD – Where was the character born? ◦ Ring 3 ◦ Sector 1 ◦ Class 2 ◦ Law Level 4
This is step 5 for turn sequence:
5. Decide if you want to have an Encounter (page 43). • Chillin’ for recruitment and late night entertainment • Night • Pub & Rec area • Bar • Law Level (is it same as planet?)
Is the law level the same in the bar as it is generally on this planet? Or does it vary based on the area that the character is in?

I can only give speculation, not official answers, but...
In New Beginnings, New Hope (the planet) has a law level of 2. New Hope City (population somewhere between 1 and 3 million? ish?) has eleven districts, with the law level ranging from 2 to 5, depending on the district and time of day.
I don't see anything in either New Beginnings or Known Space that gives specific mechanics for law levels on a building-by-building basis, or for establishing law levels at city or district level (or any level below "planet").
Given, the rulesets are a bit different, and may stand alone, we have, as near as I am able to tell, in the 5150 Cinematic Universe, as it were:
1) Specific mechanics for determing the law level of a given planet. 2) A precedent for different law levels in different city districts and times of day. 3) No specific rules for randomly (or procedurally) generating city or district or building law levels. 4) Many admonishments from the writers, "It's your game--play it your way."
My take would be, it absolutely makes narrative sense for different cities, districts, and even buildings, to have different law levels, especially on planets with larger, more distributed, or more diverse populations. If it was me, I'd either choose by Solo-GM-Player Fiat, "I know the planet's law level is 4, but it makes sense for this shady biker bar to have law level 2, so let's go with that," or I'd write up the house-rule charts for determining sub-planetary law levels and use those.

The City Deck gives you much more. 18 Buildings. 11 city districts. Different Law Levels by area and day or nighttime. Who you met. Very good tool. link

Here's also a quick rule of thumb - Max LAW=5, Minimum LAW =1
1. "Uptown" affluent areas will typically be LAW + 1-3. Roll 1d6: (1-2)= LAW+1, (3-5) = LAW+2, (6) = LAW +3 2. "Midtown" areas will typically be LAW, or LAW +1-2. Roll 1d6: (1-2) = LAW, (3-5) = LAW +1, (6) = LAW +2 3. "Lowtown" areas will typically be LAW or LAW -1 to -2. Roll 1d6: (1-2) = LAW, (3-5) = LAW-1, (6) = LAW -2

Thanks for the help sp, Ed and easyeight. I should have looked in NB in the first place I guess. I was thinking the Law would vary depending on where you were and when you were there (but couldn't pin down where I saw something about it). After I finish this game with Brigitte I want her to try her hand at Exo-Miner. I read through it last night and like what I saw. I need to complete the homeworld system (Elarek) with Known Space and try out a game of Exo-Miner.
And then there is the matter of why the police thought Brigitte would be involved in a class 3 crime. I may have to delve into that.

You are right, of course. Brigitte's story is already unraveling into several different episodes.I have spent some time at lunch trying to see if maybe Brigitte could try her hand at PI to investigate what really happened on that fateful night. (I don't know anything more that it was a class 3 crime. Not sure where the reference is to that.)

Class 3 Crime on page 42 Fringe Space. Class 3 Crime – You will be charged with a Class 3 Crime for Bribery, Disturbing the Peace, Stealing or any similar offense where no one was injured or illegally detained. Failure to appear for questioning is a Class 3 Crime.
FYI I love PDFs as you can search by word and that makes them easier than a print copy.

Wow, I just finished writing up Brigitte's first month without that information, but boy does it fit with the story so far. Thank you.
Brigitte’s First Month’s Journal
Brigitte was born and raised on the third planet of the companion star in the system Elarek (3/1/2); a frontier planet with very basic economy. Elarek 3’s designation is 3/1/2/2/1/B/4.
Brigitte Janson's story started in High School, when she met he soon to be husband, Otwin Haanraadts. They dated through High School and got married when she turned 23. What can be said about Brigitte is that she is slow to react and seems like a poser. She did manage to get an administrative job though, at a large conglomerate and was trained as a Patron, so as to further corporate/government aims in an unaffiliated, read plausible deniability, company. Her social standing is rather high (5) and she is known as the go-to person to get things done; albeit quietly. She always has at least one knife handy and is adept at its usage. She also sports a laser pistol in a side holster, if permitted by local laws. She almost never wears body armor because; well who knows.
In her first month at her company, Elarek Exports, she was hired to find a pilot for a job, for which purpose she did not ask. She was thinking she might also like to know a good pilot in case she ever wanted to create a mining expedition as a cover company. During one of her searches, she was accosted by the local constabulary and accused of a Class 3 Crime. She managed to wrangle out of the charge, but was convinced it was related to her current job.
She stopped by the dives she knew well, but no pilots could be found. She started wondering if this all was some kind of setup.
