Though not for WW2, I am using Nuts 4th edition for a SCW scenario & have run into a problem I'm hoping folks can help me with. In Nuts, the rules state that "the battlefield purpose (of fighting vehicles) is to engage other vehicles and destroy them", but my scenario involves a Civil Guard Bilbao armored car used to disperse infantry & transport riflemen to & hopefully through barricades & other obstacles. My question involves rating the top armor, what does 1/OT & 2/OT mean in the charts for other armored cars?

Armor 1 or 2 and Open Top so can be shot from counting as cover.

The turret on the Bilbao had a hatch like a tank, so would it have been considered Open Top?

Looks like you could stat it out like this, similar to other interwar armored cars based on commercial truck chassis:
Armor: 1/1/1 Weapon: MMG Speed: 32/18 Crew: 3 +5 (infantry passengers)
