Firstly I'd like to say what a great system 5150 uses, I have loved it since 2008.
Now I have looked everywhere for this answer but I can't find it anywhere.
Has New beginnings replaced the Fringe Space rules?

Yes, the updated 5150 New Beginnings has subsumed the other low level 5150 rulesets (Fringe Space, No Limits, Urban Renewal, etc.) and includes rules for travelling the stars and taking jobs ala Firefly. If you are wanting the older ruleset specifically, the folks at Rebel Minis are still making them available on their site as well as through Wargame Vault: www.wargamevault.com/product/336994/5150-Fringe-Space

And 5150 Known Space offers setting maps, more alien races, how to create star systems and new cities, travel rules, trading rules and a bunch of new encounters.

I realise this is late but I want to give a big thumbs up to 'Known Space'. Its an amazing book that makes your game as crunchy and detailed as you like!
