Yes! Depending on how you wish to run the game, in Warrior Heroes, each player could play a single character as a member of an adventuring party like D&D, or each player could lead a small band of her own like a skirmish game such as GWs War Cry.
If you are asking about the mass combat rules, Warrior Heroes to Be King, the answer is still "yes" - give each player a body of units to command.

It's best to give players less forces to start. 1 to 3 is good whether figures or units then after a few minutes they understand the mechanics and can play with much more.
