A few questions if I may. lets start by setting a scenario.
I have 2 guy's that spot an enemy PEF, PEF resolution is performed and results in enemy defensive position. lets say 2 hostiles behind barricade facing my two guys that are in a building. Action test performed I shoot first. no hits one hostile ducks back the other returns fire. one of my guy's is hit and ducks back. what happens now?
Do both groups take another action test as both groups still have sight on someone? do I go to will to fight test? If after the will to fight test the situation results in the two units that didn't duck back still standing then what? If its another action test then who is the Stationary side? Is it the one that lost? I don't see mention of any case for units still having line of sight to hostiles when fighting is over.
Also, I feel like the will to fight is a bit aggressive. like, mission just starts and first encounter I have two men run away even if no casualties were taken and I won. am I missing something?

Okay, so you were Active and moved into sight of the enemy. Shooting took place. You fired, they returned fire and some of you are still in sight. Now it's their turn to Activate. They shoot, etc. After they are done, both sides done, then go to the Action Table to see who goes first. When they are done, the other side does their actions. Move shoot etc. After both sides are done, then Action Table. Action Table just says who goes first. Do both groups take another action test as both groups still have sight on someone? No, action table is used to see who goes first. Then the other side goes. Then, it's taken again. do I go to will to fight test? No. Pass 2d6 and they carry on. Pass 1d6 versus the Leader and the men have no confidence it what's happening. Bad leadership. Guys that have 2 figures leave are crappy soldiers as well, not Star Army, ISS. Decent armies will stick around longer, maybe lose 1 guy if pass 1d6. Your Star should choose Born Leader Attribute. Ok, thanks that clears up a little. I've been just doing little short one shots to test game flow I hadn't considered Army quality for Will to Fight tests. I've been relay interested in the reaction system but haven't gotten around to running through a full game yet. Been wanting to do a full Warhammer 40k conversion that is a bit more in-depth then just swapping the 5150 factions and I don't want to just import the reaction system to 40k. as of yet it's resulted in me just researching modern military organization and fun thought experiments on what those would look like if 40k adhered to them. Even dabbled with how terrain generation might look like in a space hulk style setting.
