The rules for tactics for AI fleets mention emphasising flanks. How is this possible when the rules only allow you to line up the fleets by size, from the centre outwards?

When you have more ships you can double up on then edges. Check page 14 Engage.

Yes, i saw that, thanks Ed, but do the fleets that concentrate on flanks just rely on superior numbers of ships, or can they set up differently,eg placing better/bigger ships to the outside of the line instead of in the centre?

You could do that if you want but I'd suggest a easy to do way where the NPC can do it as well. If the player can do it and the NPC can't then that would give the player an advantage. What you could do is when placing a ship that is not as per the rules, have both sides roll 1d6 versus Rep. Pass 1d6 and you place whatever ship you want in the spot, fail and follow the recommended rule. Example 1st position is rolled for. I pass 1d6. NP Fleet passes 0d6. They place the ship as per the rules. Then I place what I want. Move to next ship, etc. Will take a little time but could reflect what you're looking for.
