When Active, does a moving unit have to move its full movement distance? In RRtK an active unit had to move at least 1/2 of its movement. To Be King doesn't specify.
Also, are all of the distances for 15mm & do they have to be doubled if using 28mm figures?

Check out page 38 for the Game Driven Basics. Use this for each army and when it says move use the full move unless specified differently. But you can tweak it.

Is having a unit directly behind another unit now a hazard in melee instead of a benefit? In RRtK a unit in back provided support giving a +1 in melee. In the new rules, if a unit loses melee, it takes a step & falls back, but halts when it comes into contact with a friendly unit & takes another step. If a friendly unit is directly behind the loser, does the loser just stay in place and take another step?

In RRtK a unit in back provided support giving a +1 in melee. If a friendly unit is directly behind the loser, does the loser just stay in place and take another step? Yep. You get modifiers to the Fight or Flight test for support on the Flanks, not the rear.
