I'm preparing to play the next mission in my Rzhev campaign & have a question about the new Defensive Position chart. As a result of the last mission, my campaign morale is now at a 5 & that of the fascists invaders is at 3.
The question I have concerns the modifier for Controlling or Contesting forces. The new rules state as an example that in Russia the Soviets were the Controlling force and the Axis the Contesting force. Is that just a general statement? It seems to me that in the Rzhev salient, the Germans were the Controlling force since it took the Soviets 15 months & several army groups to dislodge them.
It seems to make more sense in this case that the Germans would would be a Controlling force & receive the +1 modifier in determining the defensive positions.
I guess my question is are there hard and fast rules as to who is the Controlling Force or Contesting Force in an area? Or do we as the players make that determination based on our own knowledge and research?
