Generate which, the boxers or gladiators?
The gladiators are either a random selection from a list of valid starting stat blocks (min 2, max 6, total 14) for the starting gladiator list or a base stat with a random increase or decrease for the others.
Right now the boxer roster is only the base stat with a random increase or decrease. To make a starter list of boxers, instead of the random increase/decrease it would instead randomly pick from an appropriate list of stat blocks (min 1, max 5, total 15).

So you pick the opponent? I would roll 1d6 the first time on the desired gladiator column for the 1st guy. Then 2d6 added together, and go down that many rows for subsequent guys.

I consider the starting gladiator list a source of pre-generated characters for players to use for their stars, and they would just pick one.
The gladiator pools were designed for players purchasing gladiators for their schools, but could also be used as a small selection of opponents from each region.
The roster didn't really have a specific purpose in mind. You could start at the bottom and see how far up the list you could make it. Fighting styles list traditional opponents - roll to see which style your opponent uses, then pick a gladiator using that style (either randomly or from the bottom up) from the appropriate region.
