In more scouring of the Internet, I've found that the rules I'm hunting for are the RRtKV expanded campaign rules. Looks like the Author was testing them here: gameofcronies.wordpress.comWith the yahoo group gone and the old forums gone, I can't seem to find them...even wayback machine sorcery hasn't yielded anything...

I vaguely remember it - there was another RRtK expansion being espoused by another author at about the same time. Both authors seemed to take a more Dungeons & Dragons approach to campaigning than a more historical approach. They both assumed that all nations spoke a common language and all nations had the same macro economies.
I didn't care much for these systems. I just don't think you can paint an entire fantasy world with the same brush. I may be a heretic, but in my own vision of Talomir, there is no Common Tongue, no common shared economy and no common form of government. Your mileage may vary and there were some concepts in these systems worthy of tinkering with.

Thanks for the reply and info. Yeah, I'm mainly interested for tinkering purposes. Is this stuff posted anywhere or do you have a copy by chance? In searches I found a link to the old dead forum calling this Rally Round the King: Victory. Sounds like the author was going to post it to the forum (or link it). Sounds like it may have been on the yahoo site as well. Hard to say for sure, the links are all dead and the info through the way back machine won't quite get me to it. Hey there, Noldor... I think I may be able to help you out. I have those old files. I'll gladly give you a copy of them. There are a few map files and a rulebook, a world diplomacy chart and a national profile display. They are all Adobe Acrobat files except for the diplomacy chart, which is a DOCX file (whatever that is)  . I suppose I can try to place the files here in this thread, unless there's a better place to put them. Sorry, my computer skills are a bit lacking in certain things.

Map 1.pdf (804.55 KB) Map 3.pdf (886.7 KB) Here's Maps 1 and 3. It said that Maps 2 and 4 were too large to add. Maybe I can reduce them. It says you can only add 3 files at a time and they all have to be no bigger than 1MB. The rulebook, is 8.82 MB so perhaps I can add it in separate parts, little bits at a time.

You may be able to put them in a zip file to reduce the size.
And yes, Noldor is a Tolkien reference, good catch!

I liked the book...read it as a kid. Feanor, Fingolfin, Turgon, Fingon...are some of the names I remember.

Good memory, that's a pretty beefy book...so many names and places!

It's not letting me zip the files. I can convert them to winzip files but they are the same size. I can't compress them to make them smaller because I don't have the commercial version of winzip. Any ideas?
