Page 53 says, "Nominate a spot in range for the HE round to land. Fire normally, using the Vehicle Shooting Table. The Vehicle Shooting Table doesn't mention infantry. I take it that 2 successful D6s hit and zero miss, but 1 successful D6 is unclear.

The Vehicle Shooting Table is used to see if the infantry is hit.
Pass 1d6 says = Target missed if either of the two apply. Fast Moving. Low Silhouette (LS) vehicle.
Go down and then says if within 48" hit.
Then go to the Shooting Damage Table (page 27), as you normally would for infantry as it says on page 53. Hope this helps.

But it simply says, "If target is a Vehicle ..." and "If target is a Building ...." Still no mention of Infantry.
Are you saying Pass 1D6 is a Hit on Infantry?

Are you saying Pass 1D6 is a Hit on Infantry? Yes he is. IMHO one has to read the rule hierarchically (i.e. top-down). So if shooting at infantry and 1xD6 passed, look in the 1xD6 box. In this box, one first checks the case "TARGET MISSED IF:" (Result: Neither bullet applies, so no miss occurs due to this case). Then one checks the case "TARGET HIT IF AT 48" OR LESS:" (Result: Hit if within specified range. The bulleted text under this case only applies *IF* vehicle and building targets, and our target is infantry, so ignore the bulleted text.)
