Quick and easy, I'd go:
Roll 1d6. 1 = 3 2 to 5 = 4 6 = 5. That's the Pilot Rep.
Next pick any section of the table to land in.
Roll 2d6 versus Pilot's Rep. Pass 2d6 = Land in the section you chose. Pass 1d6 = Over shot (1 - 3) or undershot (4 - 6) by one section. If off table, adjust it to work. Pass 0d6 = Roll as if passing 1d6 for location, then each guy rolls for Shooting Damage as you crashed.
After all of this is done... roll to generate PDFs.
