Can somebody check their copy of Distant Shores and look at the Table of Contents. Mine starts with Races from page 1 to 8, then Encounters from page 9 to 24. Pages 24 to 33 is the campaign. The cover says "Distant Shores Scenario Book". Am I missing some core rules there?

page 60 is the last page in my PDF. Mine is dated 2018-05-04 at the bottom of the pages.

Like triopticon, I have a version marked May 4, 2018. The PDF contains the core rules to Talomir Tales, covering Pages 1-45, the scenario book Distant Shores on Pages 45-55, and quick reference tables on Pages 56-60. The second page of the TOC covers Pages 22-50. If your PDF only has 33 pages, you are missing important parts of the core rules, as well as the whole Distant Shores module.

If the front cover title is "Distant Shores", then you have the core rules and the scenario encounters. If the front cover title is "Distant Shores Scenario Book", then you have only the encounters, race list and scenario encounters.
The original concept was that you could buy any scenario book with or without the core rules. Hence, the books with "Scenario Book" in the title do not have the core rules.
For example Piathoe's Peaks is 65 pages while Piathoe's Peaks Scenario Book is 39 pages.
Talomir Tales is an evolving series. At this time the current Distant Shores is the only book that has the core rules and all of the others are just scenario books. I think this is changing where future titles will all have the core rules. Don't quote me on that, but I think the direction is toward having a book that is all inclusive where you only need one book to play the encounters.
It's just that there were some that wanted the scenarios without rules so they could use other rule sets, but I think for ease of play, including a core rule set with each book may be more feasible. Like I said, don't quote me on this. I'm just a writer who gets feedback from the publisher on how to write things that will get published.

I did not even know there was a Distant Shores Scenario Book. The ones I have all have different names such as Druid's Children and City Below.

The City Below - takes place in Altengard, explore the undercity to rescue the Duke's daughter & other encounters with cultists. Distant Shores - starts in Tereken goes to Malohad, Eskelin & ends in Demeskeen, a mercenary's adventures along the eastern coast south of the Kimean Sea. Druid's Children - takes place in the Border Kingdoms, investigate the rumors of strange beast-folk. Mooks - takes place on the eastern border of the Border Kingdoms where the borders of the Goblins, Orks and Dark Elves meet, you lead a band of Orc adventurers. Piathoe's Peaks - takes place on Valkae, an Amazon village has hired you to rid the area of three demonic sisters. Uffe's Saga - starts in Mirholme and ends in Demeskeen and the surrounding area, Uffe must find his father's barrow, cleanse it and receive a magical sword.
Joust is the next Talomir Tales book. I hope there are more to come, Talomir is a big place.
